Rakutsu is a little on the short side standing at 5'3 1/2 and weights 130 pounds. He has fair white skin and has a good body build from his life of training. He has short black hair that can grow out to reach pass his back. But he likes to keep it cut short. He has ruby red eyes. He has a glare that is regularly is normal look and because of it is why people think he is angery most of the time. His expression is normally hard to read.
Rakutsu switched between a series of clothing. But he is mostly seen wearing two different sets of clothes. His first is a white hat that most people think is his normal hair with a short sleeve red and black jacket. With this he wears blue jeans and red shoes. The second is a button-up white shirt kept partially buttoned with a plain gray hoodie and a black leather jacket with a red tribal design on the back.
Personality: Rakutsu is a serious young man who can come off as a smart ass as sometimes and even depressed. But, he doesn't like to show what he is feeling most of the time and is mainly a quiet person rather having his actions speak for him. He likes to show that he can be a good person to turn to for help and does his best to make a good impression on others. He's the guy you will see holding the door for everyone he sees coming in. If he is involved in bad situations he might blame himself for not being able to do anything. Rakutsu holds a strong love for all pokemon no matter what the type or species it is.
Therefore, he treats them as equals and not pets or slaves. He is shown to have a discomfort of people mentioning his height. In response, he normal barks that he is fun sized or "it doesn't matter". Rakutsu holds a sense of justice and a desire to become part of the law. This trait is seen in his mom's side if the family since his grandfather is a retired police captain. Rakutsu general forgets things that don't interest him even if they are important to remember. This is why he carries a notepad around so that he won't forget.
History: Rakutsu was born and raised in Nuvema town located in the not so famous Unova region by his mother and grandfather. His grandfather owned the pokemon daycare/ranch and was a great breeder ever since he retired from being a police officer years ago towards the end of his prime. Even so, he still hasn't lost his battling skill same goes with his pokemon. His mother was a nanny for a daycare that was for children.
Rakutsu spent a lot of his time at home either in his grandfather' daycare or ranch playing with the pokemon that were there. As a child, Rakutsu was shown to have skill in befriending pokemon which was even shown when the pokemon being taken back from their trainer looked upset when they were leaving.
Rakutsu hold a strong sense of justice as a child and this would be his drive to one day become a officer. When growing up, he would go to school and study pokemon like normal children do. But with his free time he studied the law. He didn't go off and explore in his early teens like most kids do. Instead, he kept going to school and got a part time job at the pokemart. But the one thing he never stopped doing was playing with the pokemon in the daycare.
No matter what he had to do, Rakutsu always found time for the daycare pokemon. He even managed to do this when working at the ranch as well. In his midteens, he begun a relationship with one of his classmates Daniela Ruth who was working on becoming a inventor and scientist. He knew she would be able to accomplish this goal thanks to her huge IQ and determination and supported her through out. After turning 13, Rakutsu would leave home to travel to Unova to become stronger in all ways so he can do what he set out to do. During his travels, he would keep close contact with his family and girlfriend calling them almost everyday.
Goals: have a chance at the pokemon league, become a IPF officer, to open a daycare
